You need to call them to file a claim because your phone is "broken". So in fact you file an insurance claim to get a replacement if that makes sense. But you can only do this IF you have added insurance to that phone. Otherwise Asurion can't help you and you will have to go to a Sprint Store where it should still be under the 30 day warranty not to mention the HTC one year defect free warranty. I think a Sprint Store would be your best bet.
