Are you sure its enabled? I don't think it is by default, you have to enable it and accept the warning by pressing ok.

If it is enabled, it might just be that your USB hub is limiting it and will not let it over power. After all, the USB standard is 500ma, and No2Chem says on his site that it will not work with some USB host hubs because of this limit.
