I think Best Buy gets some sort of credit for every contract renewal they lock-up from carriers. So they take a hit on the phone, but probably come out ahead.
Also, the $20 activation fee appears on your next Sprint bill, so I don't believe that money goes to Best Buy.
Sometimes they have the best deals on phones. Couple weeks back I got my mom a BlackBerry Curve on contract for $20 out the door.
