Try this,

in HKEY_LOCAL_MACHINE\SOFTWARE\OEM\PhoneSetting\Netwo rkService
add the following keys:
ItemCount=3
ItemName1=Home Only
ItemName2=Automatic
ItemName3=Roaming Only
ItemValue1=1
ItemValue2=4
ItemValue3=5
