Verizon does offer just a data phone option if you don't need the voice service lol .. But yes Verizon is smart - even if you manually add this device to your online account it knows that it requires a data plan and it will assist you in adding the plan before you activate the phone.

Used to be able to put phones like this on Alltel Prepaid service even though its a Verizon device. But those were the good ol' days lol
