I have using 073009_RD and can add contacts with any problem through manila. I went to People tab < All People and then I tried by clicking "New" at the top of the list and also Menu < New Contact. Worked both ways, no problem.
I confirmed that you can't add it through the standard "contacts". When I click new and it asks what type of contact it is, I chose outlook and it just takes me back to the contacts list. But just do it in manila and you're fine.
