There are a lot of loopholes. For instance, if one party, usually a business, notifies you that "this call may be recorded for quality purposes", or training, etc., it is legal for you to record it without telling them. That issue was resolved in court years ago. And the law is state-by-state, not country-wide in the US. And if you start receiving treatening calls, you can record them.
