I would recommend Schaps Advanced Config. You can change the splash screen and the sound.
Otherwise get a reg editor like phm reg edit that has a search function and search for the phoneon wav sound. Then do the same for the splash screen and change both to whatever you want. You should be able to find both in the commonly used software thread.
