VZW GPS Unlock Issue

Performed the steps on 2 phones worked great, had to send mine back, performed them on the refurb they sent me, can't get a lock at all. Only difference is I'm using mighty's 6.5 flash instead of the 4.16. Is there an issue with Mobile 6.5 and the gps tool / google maps.

I don't pay for Verizon Navigator so I can't test the gps with that. When I open port with HTC GPS Tool I get

$GPGLL,,,,,,A*11
$GPGSA,A,1,,,,,,,,,,,,50.00,50.00,50.00*35
$GPGSV,1,1,00*79

It does that constantly.

Starting a test or not I can't get any satellite used or satellite fixed. Google maps can't lock either.

Any ideas? What should GPS tool be saying in the scrolling text.

This is really frustrating 1, b/c they sent me a refurb and not a new one, and 2 because I have no way to test the GPS since I don't pay for their navigator, so I have no way of convincing them it's broken. (If that is the case)

I have Google Maps and Garmin working flawlessly on WM6.5. Did you remember to turn the Location on?

Settings->Personal->Phone->Services

So I did the *228, option 1 again. It rebooted, started google maps and all is well!

Ok, before I actually meant QuickGPS, not HTC GPS Tool. QuickGPS downloads the satellite data and locks are almost instant.

Yeah, before the location was turned on QuickGPS never would open. After words I opened it, downloaded and the lock was super fast.

Ok I did all this and flashed and reflashed and flashed back to a stock rom but I can't get my location to stay on when I soft reset nor can i get any satellites.
