There is a rar program also for opening rar files. If you need help installing files, let us know what kind it is and someone will gladly guide you through the right steps.

HKLM is a reference to your registry, not a file. To edit your registry you need a program like this. http://www.pocketpcfreewares.com/en/index.php?soft=31
Be very careful when editing your registry. You can really mess stuff up if you're not.
