I need some help..

I have Verizon Imagio window 6.5 and i am trying to installed a fresh ROM with no restriction. The phone is unlock , when i go though process installing ROm it just stay Loading... , anything else do. If the ROM is lock do we have a ROM that the phone will accepted beside verizon version.

HOw to unlock the ROM to installed it.. give me link and example it will help..
