Scroll settings in registry

I've searched these forums to no avail, does anyone know the reg settings to allow scrolling upon a vertical finger swipe such that the program doesn't just keep scrolling until you reach the bottom of the list.

Basically what I want is the settings Juicy had in his 3.7.1 ROM applied to another ROM I'm using now.

I've tried using Advanced Config to reduce the scrolling speed, but things will still scroll for a long time before they stop unless I press down to stop it manually, which I'm not a fan of. I'd like each swipe to move down a few items only.

Any help would be much appreciated.
