Question Is there an option to prevent data service to start on its own?

I don't subscribe to a fixed-rate data plan, so it's really a pain in the *** when my XV6700 initiates data service on its own when a (free) WiFi is temporarily lost.
In such situation, what I would like to happen is a notification that "WiFi is lost", instead of XV initiating data communication, which will jack up my monthly bill.
Is there an option that will do this?

The question I have though is why is it initiating that data connection? Do you have apps on there that require an internet connection?

I don't want to delete the connection completely.
Sometimes when there is no WiFi around, I need data connection and I'm willing to pay in those circumstances.
I just want an option to block data connection initiating itself in other situations and only allow the user to initiate data connection.
Is this possible?

how come ur internet explorer use data if ur not using it.in that case u gotta make sure u completly close it then after each use
