Area Code Location in Dialer

i'm pretty sure i included the smartdial feature in my kitchen and i dont have it. unless i'm getting confused with something else.

this doesnt seem like it should be this cryptic of a feature.

The 19716 Rom I cooked does this. (Puts the state in the dialer).

I have the Bluefrog dialer and there is no state location in the dialer. Is it in the vogue dialer? I have the 19716 rom.
