Samsung i700 MMS Problem- Help Appreciated

I am trying to install the Arcsoft MMS client to a formerly Verizon Samsung i700 ppc 2003. I have flashed it to Cricket and web is functioning properly. However, I cannot seem to install Arcsoft Cab. I have tried multiple cabs but no dice, always says "this is not a valid windows CE application."
I have searched and discovered that ppc 2003 has a problem installing signed cab files, and so have tried both to: unsign it, as well as tried to install the cab file with activesync 3.7, 4.0 and 4.2 to no avail....for some reason activesync does not locate the cab file when I click the "Add remove programs" feature. I wonder if the cab was packaged in an exe file if i would have better luck installing it, but that is just a shot in the dark.
I would really appreciate some help installing arcsoft to the i700. Based on my understanding arcsoft mms composer is compatible with ppc 2003.
I dont have any experience cooking roms, but i suspect genius's can cook arcsoft into a rom. I have the ppc 2003 upgrade image but I was hoping there was an easier way too accomplish my objective without having to learn how to cook roms.
PS: williing to consider paypaling someone for solution.
