Text Message Not Working with + Number (International)

I Loaded Android on HTC Pro2 CMDA World Phone. All my contacts are setup for international dialing including USA. For example for US numbers would be +1 407-123-1234 for Germany +49 123-123456.

If I try to text message the message won't work unless I remove the +1 or +49. I receive "Message sent to invalid destination. Please check the number and try again Msg 2127".

It's strange because making calls works fine but text messages do not.

Anyone have any ideas? Is there a setting or something I need to set?
