I wasn't sure whether anyone was aware of this awesome site. You can upload an MP3 and cut it to create a ringtone. You visit the link on your PCS phone, and it'll download to your phone.

what i use is the site, tagoo.ru. You can download free mp3s and than you can use mp3trimmer to make your own ringtones. Its great.

I use mobiletoones.com for free ringtones. It has very good collection of ringtones, wallpapers as well as themes
