VGA Resources File Error

When I try to run some programs that I have downloaded on my PPC, I get the following error message "Cannot find the VGA resources File" and that I should get that file before I proceed. Now I am sure that my WM5 device must have come with a Video Graphics Array file already installed, even though I cannot locate it. So why don't those applications recognize it? Any ideas? Thanks in advance.
