Voice changer? Possible?

I was curious if it was possible there was some form of software for PPC's that allows you to mask the outgoing voice. I'm not a developer of software for mobile devices, so I'm not aware of limitations regarding the microphone and radio output. Is it possible? And if so, has it been done?
