I was having the same issues the only way that I have found to guarantee the data connection is disabled is to go into the EPST settings and change the M.IP settings.

(FYI, my provider is Bell Mobility but this should work for all providers)

First you need your MSL code, it is different for each phone. I found the easiest way to get it was to call my provider and ask, they gave it to me no questions asked.

With MSL in hand dial ##778# and the phone will enter the EPST settings. Select Edit and enter the MSL code. (Be very careful what you edit as you can render you phone useless, I also suggest recording what settings were before changing them)

In the bottom left corner of the screen select view info. Then go to M.IP settings. Change the Active User Profile Index to 0.

Next hit view info again and go to M.IP Default Profile. Change the first part of the NAI entry (before the @) to 1 (Again I suggest recording what this entry was).

Next hit view info, and go to M.IP Customer Profile 1. As before change the first part of the NAI entry to 1.

Repeat the last step for the rest of the M.IP Customer Profile's. Don't worry if some don't have an NAI entry just change the ones that do.

Once complete, hit ok in the top right hand corner and the phone will ask you to confirm changes and reset. Once the phone has reset it should not be able to dial the data connection.

It does not matter what you call it, just tell them to block all DATA on your line.

There will be no casual data billed because your phone will fail to connect when it tries to dial #777
