Because some apps are either "must-haves" (i.e. Live Search or Google Maps) and if you are going to install them later anyway, it would be nice for someone to save you the trouble. Also, some apps are only in OEM and have to be installed via ROM or simply run better if they are installed in ROM.
I see where you are coming from. I hope my opinion helps. My biggest biff with ROM-installing stuff is that its harder to update those apps when newer versions come out. However, it is possible if you know where the program files and *.exe files are in the directory. |

It dont matter you install cab or oem it goes into rom memory.
Ram memory is where programs are runnin
