yup they do... try http://whatismyip.com and you should get the phones "public" ip. I have used it to connect to an FTP server running on my touch, also setup a dynamic IP system, so I could do something like ftp://mytouch.kicksass.com

You can control someone's phone through your computer with this program. Not freeware though.

This is a nice program, but very expensive!
