Have you tried a soft reset?
It could just be a network issue in your area. Also it would help if we knew what device you have, as this is not really a software issue.

this happens to me too on occasion normally good to go after a soft reset. you could try pulling the battery out of it for a moment and putting it back in

d.ward you just need to OTA the phone,,,,1.start 2. setting 3. phone 4. services 5. highlight (Internet) click get setting.... if this doesnt work,,,you will need to reprogram the phone....pm me if you have any question!!
