No. Google Voice does not do this by itself. Google Voice is, essentially, an automated switchboard and voicemail transcription service. It's very good at directing calls, turning voicemails to text, and managing text messages. It is NOT a VOIP solution at all, nor will it allow you to make free calls that you'd otherwise not be able to make.
If someone calls your Google Voice number and you have it set up to ring your cellphone, it will do that but answering the call will still use minutes if that's how your plan works. Placing a call through Google Voice has some advantages, but will still use voice minutes.
Without using another, independent service (such as SIPgate), you cannot place or receive calls via Google Voice using only cellular data services and not voice minutes.
