ok well nevermind, that video was removed due to its term of use violation for something, but it was streaming live video chat through a mogul...

I think you could be referring to http://www.octro.com/ just click on OctroVideo to download for free.

Its the only video streaming app I've seen for WinMo. It works decent with Rev.A upload speeds with a minimal delay. Audio streaming isn't supported by OctroVideo.
