Its Opera Mini im pretty sure thats doing that..
Try uninstalling that first

Do you remember when it started happening? Like what programs you already had installed before it happened? so we can get a smaller list

i did a hard reset and started over to install one by one and right after I tried to upgrade the opera mini I noticed it.

even though the upgrade will not work unless you go through active sync. but after trying the first time with the 4.1 upgrade it makes the dial pad rise after you close every program
