The ROM and Kitchen are 2 different things. The kitchen is used for people developing there own ROM's. If you update again to 2.3.1 yes you need the 3.27 radio and 2.4spl flashes.

Sorry for my mistake, actually, I'm just using the ROM. You are absolutely right, it the problem with the radio. I just updated the 2.3.1 from 3.16.651.0 again, this time it works great, and I'm not asked to update the radio again, which might because the 3.16.651.0 has updated the radio already. Thanks you all. Now my brick becomes the cellphone.

Check your device information, if it shows Radio 3.27 Version, I don't think you have to flash radio again. Radio 3.27 should stay in the rom.
