Going back to 2.17, Do I need an old radio rom?
 

I'm also having the data connectivity issues so I want to go back to the 2.17 factory Sprint rom, I have the factory rom and I have the "Relocker", do I also need the original radio rom, or does the Sprint rom have that in it as well? (I upgraded to the 3.27 radio rom)

In what order should I install these roms to go back to factory properly?

I believe the 2.17 install from HTC contains the radio, so the relocker and the 2.17 install should be all you need.

get the official 2.17 from sprint, it includes radio.

edit: i see u already fix it.
