ROM Updates / Lock & Un-Lock on Vista 64

Does anyone know if you're able to do ROM updates nad unlocks and locks using vista ultimate 64-bit? I know someone had figured out how to use Vista 32-bit, but I don't know about a 64-bit OS? Any help is appreciated. Thanks.
