Is the eprp a new requirement? When I had one tol'd to me in august I just had a regular 450 minute plan with $15 data pack.

You did it last august? I think you were in luck because I think at slickdeals.com there was a thread that said sprint stopped doing them.
It may have been september or october of last year.

But I went into heavy research trying to get one and I found that most if not all the time sprint will not do a TOL unless you have an eprp plan.

Yes last August, had no problems from the rep on the 3-way call.
