On the today screen? Sure: Start/Settings/Today. On the appearance tab select a them or put a check mark in the "Use this picture as a background" check box. Then browse to the place you have the picture and tap on it to select it.

Actually, I got that down pretty good, I meant the actual Settings Menu, not the Today screen, thanks though.
