Cannot enable items on today screen.

I am building a ROM for my ipaq 214 based on COM2 build 21898.

When I load the ROM image I get the correct today items.
Now when I go to Settings -> Today -> items tab and change enabled items the today screen is empty.
When I go back to the items tab all items are disabled.

I have been searching trough registry hyves but I cannot find the problem.
I have checked and removed any reference to the TODAY entries.
It must be something in the OEM folders...

Can anyone help me?
