Change the look of the program menu?

Im sorry if this has been brought up before. I searched for hours and came up with nothing.

Is there anyway to change the program menu to something thats a little better looking. Something like mobile shell but uses less memory. Or atleast is there a way to change the background for the program menu and setting menu ?
