As of right now, I don't think there is a way to change it, but trust me once I find a way to do it, it will be posted in this thread.

As an update, the splash screen CANNOT be animated.
So, only the STARTUP ANIMATION SCREEN can be animated.

Depends on the device you have. I have not found the name of the initial boot screen yet on the Touch. :(
For the touch the GIF is SPCS_startup.gif
the splash screen for the touch is welcomehead.96.png

For other phones I am not sure, so if you have another device, please look in the registry at the following key: HKLM\Software\Microsoft\Splash Screen for the splash screen file name, and pass it this way please.
For the give, on mine is HKLM\Software\HTC\Startupanimation
(I would assume for all HTC phones it will be the same)......

I tried something new, in the .zip file is the .cab and a .exe for installation via activesync.
