How do I change the background?

Hello, When I first got my PPC it was impossible to change the background and theme. I tried everything I could.

Then I tried a couple of days later...And the I had my themes!

Lately I've been installing various ROMs, OS Updates, w/e you want to call them. And now I don't know how to change the theme again.

The main problem is...say I downloaded a Flower theme. I select 'Flower' in settings > today and nothing changes. Why?

Also, If I install a theme with WA3...The theme changes, but not the background T_T
