Well, all cities will have wimax eventually. Those cities are just the first one's that's gonna have it tested.
When the cities are announced, A lot of cries comes out saying that how come san fran and NYC is not in the least. apparently, sprint heard the cries and included NYC

Where exactly do you get this 14Mbps average from?

From what I've seen, its performing about 2-4 indoors and 5-6 outdoors.

Also, speeds are up to 70Mbps, not 40... but you have to literally be right next to the tower to even hope to achieve that.

Theoretical vs. actual? Also the phone in the original post is destined for Russian carriers and not the U.S. I hardly think we'll see a Wimax phone until last quarter of 2009 - it's only really up and running successfully in Baltimore and even there beta testers are using the broadband cards/adapters. I hope I'm wrong though Sprint said that it'll really save them money to release Wimax.
