My Bluetooth on my Bell HTC Vogue won't come on. HELP!!!

I keep trying to turn on Bluetooth and the light blinks twice and doesn't stay on.
I tried using Bluetooth Explorer and it says "Failed to turn on Bluetooth radio"
Someone Help Please I need Bluetooth.
