Simple answer.. No

detailed answer, yes you can install it but it will do you no good as the HTC Vogue (Touch) doesnt have the accelerometer chip the Diamond and Touch Pro have

so the accelerometer chip is something that comes already with the phone and cant be installed on a htc touch....correct?

Not unless your good with a soldering iron and programming the onboard chips

no, it is not installable
