issue with QPST during sprint to verizon conversion

When I supply the MSL I can read the values from the sprint touch, in QPST, but can't rewrite. When I put in MSL '000000' and try to write to phone it gives me an error "Roaming list file contains no data" and loading a PRL file doesn't seem to help either.

Ideas?

I'm well on my way to getting this sprint touch working on VZW but this is a major block.
