2) Release date of WM6.5 on the Vogue?
3) Free or Paid upgrade?
4) Any working WM6.5 roms for Vogue as of today?

SEARCH SEARCH SEARCH.

1. There will be no release date for WM6.5 ROMs as it will come pre-shipped on phones and no ROM upgrades

2. No official ROMs for Vogue

3. ROMs are always free, if it's paid it is a scam

4. Ther have been working 6.5 ROMs for months. SEARCH and look at the upgrade forums.
