Unable to update Radio????

Hi all,
I've been struggling with a radio update issue. I am currently running OMJ's ManillaSE 3.09 rom with radio 3.37.10 on my US Cellular PPC6900. I've had no luck getting GPS to work and through searching I've found that those who have updated to the newest radio are getting better performance from GPS. Here's my problem: I've downloaded the vogue_3.45.50.zip and copied the VOGUIMG.nbh file to my SD card (yes it is FAT32 formatted and less than 2gb...) force it into bootloader mode and it doesn't update! For about an eighth of a second the screen flashes "loading" and then "no image file"....I had to repeat the process about five times to finally figure out what it said. Hope I'm not just being an idiot.....Any ideas?
