Won't vibrate for calls or alerts

I've searched everywhere I can think of - here, XDA, PPC Haven, Google - can't seem to find a good answer (other than Hard Reset) on getting vibrate to work again. When I soft reset, it vibrates, so I know it's not a physical problem that it can't do it - it just won't! I've tried fixing the settings in Sounds & Notifications, Sliding up the Volume slider, and on SBPMobileShell settings. I just removed SPBPhoneSuite, but I had tried to fix it there as well. No luck.

The only idea I've found is that may make sense is that several people mentioned the problem occured when using LEDKiller. Interesting, I just noticed, my LED is not working either, but I don't have LEDKiller. I have DHarvey's 2.5 Rom for Verizon w/ 3.42 radio. It has NUELED, but I've never had a problem with that before. Some reason, when I click on it now, the screen blinks, but I can't get into the NUELED settings, so I'm not sure what's up with it. I thought I'd try to reinstall NUELED w/ the latest update, but can't seem to find anywhere to download it by itself.

Can anyone tell me where to find it? Or any other ideas on how to fix my vibrate and LEDs?
