Problem Syncing with the New USB to PC (error 608)

I've read on a few threads that a few people are having similar problems. I've oogled and googled, but can't find a solution for our issue. Can we knock heads and try to resolve this issue?

Problem: Can not sync using the new usb to pc, resulting in the error 608.

my phone:
Carrier: Bell
Radio: 3.42.30
PRL: 31398
PRI: 1.33_007

my pc:
OS: WinXP SP3
Activesync 4.5

Things I have tried that have not been successful:
-update from windows SP2 to SP3
-reinstalling activesync 4.5
-reflashing rom with new usb2pc
-flashing stock rom, and then flashing rom with new usb2pc
-enable and disable advanced network function
