PLEASE Help with flashing issues

I have the verizon vx6900 and having trouble with the rom i want to flash.. i'm looking to flash the hulk rom but when i go to do this instead of asking me if i would like to run it . i get the choice of letting microsoft find a system to run it or saving it to the computer.. i've flashed a different rom but am looking to get the gps working... can't figure this out.. obviously it requires another program to open the rom but i'm not familiar enough with this phone to know exactly what program it needs...
