hey could you tell me what that program is called that everytime the phone is hooked up via usb, a box pops up on the phone that asks if you would like activesync or usb2pc?

It's nueUSB. Go to Start-Settings-Connections-USB to PC.

thanks for the reply! by any chance do you know where i could get a cab for this? i found an oem but im not sure how i would covert to a cab...

No, I don't know of a cab for nueUSB. If you want to install it somewhere without cooking a new ROM, you can use nuePackageInstaller.
