When i had the Altel rom on my phone touching the data connection or signal would bring up a bubble that made those icons bigger, is there something like that in a cab file?

It's called "HTC Large Title Bar", it is an option in the kitchen. You might find the cab in the "HTC all extracted apps & cabs" thread here or on xda-developers forums, I don't remember exactly where but that should give you something to look for.

I think it is HTC Large Title Bar. Could be wrong though.
