Separate Ring Volume and Conversation volume?

Is there a way to independently control the ringer volume and conversation volume? It seems the "phone" volume is tied together for these two funtions. That is, if I lower the phone volume, the ringer volume is lowered as well as the phone conversation. Conversley, increasing the ring volume also increase the phone conversation volume.

Here's the problem, my wife can't hear the ringer at the phone volume she prefers. However, she DOES NOT want to increase the phone volume because then the phone conversation volume is too loud. Can the AudioPara file be tweaked to do this? Anybody has a roadmap on how to read this file?
