You don't need a program, this can be done natively with WM; it has also been posted a couple of times.

You can usually place the ring tones in either \Windows\Rings or \My Documents\My Ringtones. However, if you want to use an MP3 as a ringer for SMS or e-mail, you'll need to place the file in the \Windows directory.

Then, just go to Start - Settings - Sounds & Notification and change it from there.

I'm pretty sure for sms notifications it needs to be in .wav format.

I used a full length MP3 or WMA, can't remember now. You need to truncate the file to only 10 seconds or so, otherwise if you get a text message, it will play the entire song.

My wife had to listen to Paul Revere until I could go in and change it :)

Unless you place it in the \Windows directory. If you place the MP3 in that directory it will show for e-mail, text message, and voice mail... I just checked again to confirm on my device.

Been where exactly? What type of file are you trying to use? Where have you placed it? Have you soft reset after placing it and checked again?

Have you tried what I've been saying for a while now? Place the MP3 files in the \Windows directory, soft reset, and this should make them available to use with SMS, e-mail and voicemail.
