yes i did... I took the default.hv file and converted it to a txt file using the default_hv_to_txt bat file...

I added REGEDIT4 to the top of the txt file, followed by a blank line, and then tried to convert it back to a hv file with the make_default_hv bat file (without making any modifications to the original txt file other than adding REGEDIT4 and saving it as unicode type to see if it works) and I get a parsing error and the file is only 28 kb.

was your new text file significantly larger than your original after saving as unicode? if not that's your problem and you need to start over. try reading DogGuy's readme too. I had no hitches at all with this. He explains it pretty well.

yes my new text file was about 350kb larger. I did notice that some of the formatting changed when I saved it as a Unicode txt file (ImCokeMans thread said to start over if the formatting changed).

At what point is the error showing up? If you're getting something along the lines of "Failure to build default.hv and user.hv!" in BuildOS, thats an issue with an OEM. Check \temp\log.txt for the approximately line and .rgu that caused the error, and look for syntax problems.

If its actually default.hv itself, double check you're adding the appropriate blank lines and REGEDIT4 to the .hv that you are remaking.

The one above is not pw'ded.

I have updated the oemizer from tierman's website and placed them in the tools folder since I uploaded this, but this works fine on most roms. I'm currently running a rom I built based off the latest sprint release. And in my sig, there are some tutorials on how to use it. The Add/Removing Programs tutorial will show you how to take the Sprint released rom, decompile it and use it as a base for starters...
