EDIT: It looks like something keeps re-enabling the dialer skin... I have used 2 different registry editors (and I KNOW how to edit the registry) but the value is always re-enabled after a soft reset. People need to quit putting broken software in their roms. --goes back to cooking own--

How about to go start menu/utilities and use PHM regeditor?Works for me..
For codes:
I made a cab,it will create a folder in start menu/utilities/phone codes
After installation please soft reset,otherwise the quality of the Phone codes folder icon will be poor
